Judge: Ex-con competent for trial in Dugard kidnap (AP)

PLACERVILLE, Calif. – A California determine has ruled that a man accused of kidnapping, raping and holding Jaycee Dugard captive for 18 years is effective to stand trial.

Lawyers for Phillip Garrido had argued that he is not mentally effective for trial, and a jury was set to hear arguments on the competency issue.

But both sides united instead to let El constellation County Superior Court Judge politico Phimister decide the issue.

After the commendation was declared in court Thursday, Phimister apace issued his ruling, supported on numerous medicine reports.
